You can go to see Marcus Coulter. He is in Birmingham. He spent enough time with Dave Williams to make very good pipes.
It's always better to hear what you will buy so select a closed pipe maker.

Interesting you can spot that from the way the are upside down and covered in pads in the picture, Cillian did work/apprentice with Brian Howard during the early 80s so who knows.

Marcus Coulter Based in Birmingham UK makes chanters with post mounted keys. Check the pictures on Pat D'Arcy's website.

Can't see why your man doesn't go back to the original maker and ask him about fitting keys.
