Just did the trip from mid US to Ireland and back, with four whistles between the two of us, two metal and two PVC, and no problems at all. We both had them in our carry-ons.

Security was far less trouble than we'd been led to expect ... :) ... except the two hours waiting in the queue at immigration in Dublin airport. :evil:

Fly between Ohare International and Shannon several times a year with whistles in the carry-on bags. Never a problem. Know many others who do the same routine with no trouble as well.
Caveat: See 'em play before you swallow what they say.
