Folks will keep answering your question long after you quit reading. But that's OK. That's just how helpful we are.
And do not consider me an expert on any of this. I had no formal instructions with any of the instruments that I play, I play non-ITM music with non-wind instrument musicians, and I have very little knowledge of the technical language or the slang terms folks use around here. But there is a lot to learn around here. And when folks start getting all technical, I remember why I had no intention of studying music. All that stuff would have sucked the fun out of it for me. That's my two cents.

Well I do prefer oboe to clarinet.
Still we're talkin' someone with very little knowledge of woodwinds.
On the other hand they aren't tone deaf! (long as the veggies are reasonably fresh)

Lots of kids get proclaimed tone deaf but aren't, which can ruin their love of music for life.

She is oblivious to pitch change, not a good thing on a non fretted instrument. It had nothing to do with listening habits.
It was just painful the year she decided to practice. It didn't last. I left. It's all good now!

Instead I was referring to those who, unlike your sister, are indeed in a position to do better but don't, or won't, for whatever reason, and it's habitual although with a bit of work they should be able to be trained or train themselves to sharpen their hearing/listening skills. From there, it comes down to caring about being better than just sort of approximately in tune, doesn't it. BTW, experience tells me that caring about it probably can't be taught.
